Balâghat is complying with the requirements of the situation.1 And the requirement of the situation here is that the addresses of the Qur'an belong to different classes in different centuries. So by considering all these classes and being near those centuries so that all the different types of people can receive their share, the Qur'an makes omissions in many places in order to make all aspects of its meanings general and apportion them out, and it speaks in the widest sense in order to make those meanings embrace everyone and distribute them. Moreover, it leaves the word-order free in many places to multiply its facets and increase the possibilities, which are admired by balâghat and the ‘ilm of Arabic. Thus, all minds receive the Qur'an's faydh to the extent they can appreciate it. Consider this carefully!
